- **Abstract**: This talk presents a software engineering approach for supporting urban resilience and planning through data-driven, user-centered design. It introduces an open-source software ecosystem for territorial monitoring that integrates diverse data sources such as satellite imagery and ground-based sensors. This ecosystem is used to produce KPI-based insights on quality of life metrics including air quality, temperature, and walkability. Built on this platform, the second contribution is a customizable application for validating urban evacuation plans using multi-agent simulations. Featuring a persona-based interface, the app adapts to various user roles such as civil protection agencies and safety planners. It simulates complex scenarios and supports iterative development through continuous stakeholder feedback. Together, the ecosystem and the application combine Geographic Information Systems, agent-based models, and scalable architectures to deliver actionable intelligence and improve public decision-making in dynamic environments.
